Hours controversy continues as Senate set to vote on measure to restore 2013 34-hour restart rules
Like the House plan floated Tuesday, Blumenthal’s amendment would effectively nullify the results of the study and its impact on hours of service regulations. However, unlike the House plan, it takes the opposite approach: Instead of reverting back to 2011 rules on a permanent basis, it would revert back to restart rules that took effect July 1, 2013.

House releases bill that would restore 34-hour restart rules from 2011, halt FMCSA’s carrier rating rule
The U.S. House’s Appropriations Committee released May 17 a 2017 fiscal year DOT funding bill that would make permanent 2014’s “restart rollback” by reverting hours-of-service rules for truckers to those in effect in December 2011. The bill also halts FMCSA’s work on its January-proposed Safety Fitness Determination rule until the reforms called for in 2015’s FAST Act highway bill are implemented.

Supreme Court decision to allow trucker to intervene in ELD lawsuit undecided, FMCSA skips response filing
If the Supreme Court does grant trucker William Trescott’s motion, it would delay the court proceedings in OOIDA’s current case. The Supreme Court set a May 12 deadline for FMCSA to file a response to Trescott’s motion to intervene. The agency decided not to file a response, per court documents.
