Revamped CSA scores likely won’t return for two years, Sec. Foxx says
The reforms required by Congress to the federal Compliance, Safety, Accountability carrier ranking system will take about two years to complete, Transportation Secretary Anthony Foxx told a Senate panel last week. That’s the same timeline the industry can expect to see the so-called “CSA scores” to return to public view.

Court rules against owner-operator emissions flexibility options for California emissions regs
The Superior Court of Fresno directed the California Air Resources Board on June 9 to void the amendments to its Truck & Bus Rule. CARB says the amendments will remain in effect, however, while it appeals the court ruling. The court decision did not affect the Truck & Bus Rule itself.

The agencies introduced the proposed rule last June that will begin taking effect for model year 2018 trailers and 2021 for tractors. The plan goes through 2027, when the entire vehicle – engine, truck and trailer – will be required to meet the standards.

Analysis of FMCSA’s Safety Fitness rule data shows poor connection to carriers’ crash risk
Numbers obtained via a Freedom of Information Act request made by the Alliance for Safe, Efficient and Competitive Truck Transportation show that more than half (56 percent) of the carriers FMCSA said would have been deemed “Unfit” in 2011 under its Safety Fitness Determination rule — and who remained in business for at least the next year — recorded zero crashes in that 12-month time span.
