The Pipeline and Hazardous Materials Safe¬ty Administra¬tion announced that Dr. Magdy El-Sibaie officially will assume his duties as the new associate admin¬istrator for Hazardous Materials Safety on March 15. Since October 2009, El-Sibaie has filled a temporary posting as acting associate administrator for Hazardous Materials Safety.
PHMSA says that under El-Sibaie’s leadership, the Hazardous Materials Safety Program responded decisively and aggressively to address hazardous materials safety issues raised by Congress and the U.S. Department of Transportation Inspector General, to include completing implementation of a Special Permits Action Plan.
El-Sibaie came to PHMSA from his former position as director of the Of¬fice of Research and Development at the Federal Railroad Administration.
