A national trade association has asked federal officials for a hearing on the California Air Resources Board’s plan to implement stricter emissions standards for refrigerated units. The Truck Renting and Leasing Association has requested the U.S. Environmental Protection Agency hearing.

The new CARB proposal would affect any refrigerated unit in California, no matter where it’s based; both owners and operators would be liable for penalties. Beginning Dec. 31, 2008, all units built in 2001 or earlier would have to have 50 percent lower particulate matter emissions. By 2011, all units built in 2004 or earlier would have to have 85 percent lower particulate matter emissions.

The EPA has tentatively scheduled a hearing on the matter Jan. 3, but written comments may be made until Feb. 6 at www.regulations.gov. The reference number is OAR-2005-0123.
